Different laws UK compared to US- but you note insurance better at 400cc. Look at Yamaha 400cc- there about 30 hp in earlier versions close to 40hp in later one but I believe your shops have government approved restricting kits. I have a sort of rat bike CM400 Honda that I use for a training bike for others- has a43hp rating at about 8000 rpm, it will get up to 60mph+- at 5000 rpm, I have had it just above 7000 rpm a few times last year, indicating 100mph. 400 Kawasaki maybe? - not sure if they make that size now- friend in church has a 440 rated about 35hp. Your 125 a 2 stroke? - check exhaust ports and piping.

Sukida is a Chinese manufacturer I believe. There is little you can do to improve the top-speed, the money you spend on it would be better saved to buy a 33bhp machine, sprocket change could either improve acceleration or improve top speed – unfortunately improving one area means losses in the other area.
